Ms. Dennis complimented the two cities and fire departments for worldng together to <br />accomplish this. She was especially impressed with the proposal because no one loses a job and <br />there are new opportunities for growth for the employees of both fire departments. She agreed <br />this will be good for both cities and will provide improvements to services. <br /> <br /> Ms. Michelotti echoed the comments of Ms. Dennis and complimented staff on its <br />excellent presentation to assure the public this will be a seamless operation and the service will <br />remain the same in each city. <br /> <br /> Mr. Tarver commented that this is an historic process that does not happen easily, but <br />takes a lot of work on everyone's part along with a commitment to change. He complimented <br />both fire chiefs on their efforts. He is confident this will provide a better fire service for all. <br /> <br /> Jerry Peeler, City Manager of Livermore, on behalf of the Livermore City Council and <br />citizens, congratulated all participants on this project and felt this was a perfect example of a <br />subregional service opportunity that we took advantage of and he believed there were other <br />opportunities that the two cities could cooperate on to benefit all. He quoted one citizen, who <br />said this is an example of good government at work, and Mr. Peeler believed this was a win/win <br />for both cities. He thanked Deborah Acosta, the two Fire Chiefs, and the presidents of the two <br />firefighters' unions. <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Dennis, tO adopt Resolution No. <br />96-137, authorizing the Mayor to sign the Joint Exercise of Powers Agreement between the <br />City of Livermore and City of Pleasanton creating the Livermore-Pleasanton Fire <br />Department Joint Powers Authority; to adopt Resolution No. 96-138, adopting the cost <br />allocation plan for the Joint Powers Agreement as developed by the David M. Griffith <br />Company; to adopt Resolution No. 96-139, approving the proposed Memorandum of <br />Understanding with IAFF Local #1974 and the Joint Powers Authority and authorizing the <br />City Manager to execute the agreement as Executive Director of the Joint Powers <br />Authority; direct the Mayor to appoint two members and appropriate alternates to the <br />Joint Powers Authority Board; direct the Joint Powers Authority Board to develop <br />appropriate bylaws and to present them to the City Council for ratification; and to adopt <br />Resolution No. 96-140, amending the 1996-97 Management Pay and Performance Plan to <br />establish salary control points for the newly established classifications of chief for <br />operations and planning and deputy chief for fire operations, set new salary control point <br />for the existing chssification of fire division chief, and adopt a policy to compensate fire <br />management employees assigned to standby. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Ayala, Dennis, Michelotti, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> 6 12/03/96 <br /> <br /> <br />
