6, PUBLIC HEARINGS AND OTHER MATFER$ <br /> <br />Item 6a <br />Approval of Agreements for merger of Livermore and Pleasanton Fire Departments; (1) <br />Approval of Joint Powers Agreement creating the Livermore-Pleasanton Fire Department <br />Joint Powers Authority; (2) Adopt a resolution adopting the cost allocation plan for the <br />Joint Powers Agreement; (3) Approval of Memorandum of Understanding for International <br />Association of Fire Fighters Local 1974; (4) Appoint two members and appropriate <br />alternates to the Joint Powers Authority Board; (5') Direct the Joint Powers Authority <br />Board to develop appropriate bylaws and present them to the City Council for ratification <br />(SR96:356) and (6) Adopt an amendment to the Pleasanton Management Pay and <br />Performance Plan to reflect the merger of the Livermore and Pleasanton Fire Departments. <br />(SR96:357) <br /> <br /> Deborah Acosta presented brief opening remarks. <br /> <br /> Stewart Gary, the Fire Chief for the proposed JPA, presented a computer program that <br />described the major aspects of the merger. <br /> <br /> Susan Rossi, Director of Finance, described the cost allocation plan for the Joint Powers <br />Agreement. <br /> <br /> Ms. Acosta concluded the presentation and indicated this consolidation is cost effective <br />and good for both Livermore and Pleasanton. <br /> <br /> Mr. Tarver asked how the JPA could be terminated if one party so desired. <br /> <br /> Ms. Acosta explained that since the JPA will have no assets and no employees, <br />termination would be fairly simple and would require a one year notice to the other party. <br /> <br /> Mr. Tarver asked how decisions would be made between the two bodies in terms of <br />service levels, etc. <br /> <br /> Ms. Acosta indicated that a citizen could address any fire fighter, the City Manager, a <br />Councilmember or the Fire Chief. The Joint Powers Authority is essentially an advisory <br />subcommittee of the City Councils, and the City Councils will continue to set policies, service <br />levels and the budget. <br /> <br /> Dorene Paradiso, 3168 Pasco Granada, spoke in support of the consolidation, especially <br />since local control is maintained. She was looking forward to the consolidation ceremony and <br />presented photographs of cake samples to show the quality of the cake she was preparing for the <br />ceremony. <br /> <br /> 5 12/03/96 <br /> <br /> <br />
