He indicated the annual meeting of the Homeowners Association <br />occurred on October 8 and members of the East Bay Regional Park District attended to present <br />the plan. He felt the Park District was not willing to negotiate the conditions of the plan and <br />was uncooperative regarding the concerns of the residents. He expressed concerns about <br />security and fire hazards. He did not believe a resident host at the campground would be of any <br />benefit outside the immediate area. He believed there would be no restriction on access to the <br />residents' backyards. He did not believe there was any benefit to the City of Pleasanton. <br /> <br /> Paula Lapham, 2811 E1 Capitan Drive, indicated her main concern was safety. She did <br />not know who she would contact in the event there was someone in her backyard, Pleasanton <br />Police or the Park District? She did not want campsites near a residential area. <br /> <br /> Wayne Strickler, 851 Independence Court, related a newspaper article regarding the <br />Bureau of Land Management closing campgrounds in the Phoenix area near residential areas and <br />the problems that arise. He presented his economic analysis of whether this campground would <br />be economically feasible for the Park District to operate. Because he believed that this was not <br />economically viable, he proposed that the Park District will be coming back with requests for <br />expanding the number of camping spaces and the period when camping is allowed. He raised <br />issues about sewage capacity and water usage. He wanted to know if the District would be <br />paying the connection charges as other developers are required to do. He felt the funds allocated <br />for this project would be better spent in other areas, such as Del Valle improvements, etc. <br /> <br /> Barbara Bacon, 2881 Whitney Drive, supported the comments of the prior speakers. She <br />referred to current problems at Shadow Cliffs and complaints that the District does not properly <br />address now. The addition of campers will only make the situation worse. She also complained <br />about current water pressure and felt the campsites will impact that in a negative way. <br /> <br /> Allen Thomas, 3019 Badger Drive, could not see any value to the citizens of Pleasanton <br />and felt the only benefit would be to non-residents who want to use the facilities and participate <br />in activities that are supposed to be for the citizens of Pleasanton. He felt the District was not <br />addressing current problems. <br /> <br /> Ms. Dennis asked what those problems were. <br /> <br /> Mr. Thomas said two windows of a house adjacent to the park had been broken. There <br />were concerns about what would happen after dark if there were campers. He also referred to <br />a fire in the arroyo. There is no regular patrol, only on-demand responses. <br /> <br /> Jocelyn Combs, East Bay Regional Park District representative, believed this was a <br />reasonable use and an amenity to the community. She cited possible examples of RV users, <br />such as fishing in the lake, attendance at various conventions and sports tournaments, family and <br />friends who come for the holidays, etc. She also indicated that all connection fees for sewer and <br />water had been paid by the District. <br /> <br /> 5 11/19/96 <br /> <br /> <br />
