Ms. Dennis asked if the existing restrooms would remain open during the period when <br />camping is allowed. She also wanted to know how many people use Shadow Cliffs in the <br />summertime. <br /> <br /> Ms. Combs indicated they would be and there has always been a plan to add additional <br />facilities. In answer to Ms. Dennis' question, there are about 45,000 visitors per month in the <br />summer. <br /> <br /> Mr. Tarver referred to the point raised about the project possibly not being economically <br />feasible, and asked what the District would do if (1) the conditional use permit is revoked in the <br />event of a problem, and (2) the District is not making enough money. Are there contingency <br />plans? <br /> <br /> Ms. Combs indicated that in many instances the services provided by a public agency <br />does not make money. Of course, the District would like to cover costs and make a litfie profit, <br />but that is not the overriding goal. If the conditional use permit is violated, of course the facility <br />would be closed. She disagreed with the figures presented by Mr. Strickler and believed the <br />costs to the District were minimal and it could operate within the conditions set by the Planning <br />Commission. There is no proposal to increase the number of campsites in this facility and it <br />would definitely not be used in the summer. <br /> <br /> Ms. Michelotti asked if this were a way to generate fees in the off season. <br /> <br /> Ms. Combs agreed. She also referred to the camping task force, which included a <br />Pleasanton resident, that looked at the entire District and reviewed the available camping <br />facilities and the needs not being addressed. Shadow Cliffs was an ideal choice for the fishing <br />and other community activities. <br /> <br /> Mr. Tarver asked if there were discussions about mitigating residents' concerns. <br /> <br /> Ms. Combs stated the intent of the subcommittee was to find out if there were concrete <br />actions the District could take to alleviate concerns, short of not having the facility at all. That <br />is why the letter with a second proposal was sent. <br /> <br /> Mike Anderson, Chief of Parkland Design for the Park District, indicated there is an <br />$800,000 project for improvements to Shadow Cliffs and the RV park is a very small component <br />of that project. There will still be two new restroom buildings and parking lot paving, with or <br />without the RV sites. He stated the District has paid $250,000 in fees for sewer and water <br />connections and will continue to pay whatever fees apply, as any other user in the City would. <br />The primary focus is to provide a service for families; the revenue is not the primary objective. <br />He indicated Captain Krull contacted six other RV parks and the general indication is there are <br />no problems, especially when there is a campground host. Several were near residential <br />communities. The District feels that if there is more legitimate use in the park, it will deter the <br />unlawful uses. There will be more people around to watch the area and respond to a situation. <br /> <br /> 6 11/19/96 <br /> <br /> <br />
