be economic concerns and felt the resources should be allocated to other parks with existing sites <br />that need to be improved. He believed the vast majority of people who have RVs are good, law <br />abiding citizens and was disappointed with the comments of some of the speakers. He was also <br />disappointed that the Regional Park District did not work with the residents sooner and <br />disappointed with the neighbors in their unwillingness to continue to work with the District. He <br />felt there were other options to provide the 25 RV spaces to meet the demand and strongly urged <br />improvements to Del Valle. He objected to the locked gate restricting the users from coming <br />and going in the evening. He supported the Park District and would like to see camping in the <br />ridgelands, expansion of Del Valle, Sunol Regional Park improvements, work with the City and <br />County of San Francisco, and improvements to the quarry land area around Sunol. <br /> <br /> Mayor Tarver agreed with some of Mr. Pieo's comments, especially regarding the desire <br />to work together on the issue. He did not support Ms. Dennis' motion because he did not want <br />to accept the counter offer of the Park District at the "eleventh hour". More dialogue needed <br />to be done to address the concerns. He does not have an RV but is convinced the people with <br />RVs are not bad people and terrible things will not happen if some are allowed to park at <br />Shadow Cliffs for fishing early in the morning, or to use the facility in the winter, or park there <br />to go to a soccer tournament, or the Scottish Games, or to participate in other events that are <br />promoted to encourage people to come to our community. His point of view is that the Park <br />District and all the residents need to find a way to make this work and provide a facility with <br />conditions acceptable to the residents. A conditional use permit allows a use to be removed if <br />there is a problem. The District is asking for a chance to show that this can work. Despite the <br />amount of money invested in this project, Mayor Tarver would not hesitate to revoke the use <br />if there was a problem. Mr. Tarver supported upholding the appeal in hopes that the residents <br />would continue to work with the Park District. <br /> <br /> It was moved by Mr. Tarvet, seconded by Ms. Mohr, to adopt Resolution No. <br />96-128, upholding the appeal. <br />The roll call vote was aS follows: <br />AYES: Councilmembers - Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: Councilmember Dennis <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Dennis, to adopt Resolution No. 96-129 <br />granting design review approval for paving an 857 space parking lot, subject to conditions. <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> There was a break at 9:06 p.m. <br /> <br /> 10 11/19/96 <br /> <br /> <br />
