Mr. Tarver believed that if a standard is adopted, it stands and there is no additional
measurement. If no standard is adopted, then we measure the traffic and they have to make
adjustments on other lots.

There was discussion about the standards and whether the studies were sufficient or
additional studies were necessary.

Mr. Swift believed there were conflicting motions. One says adopt a trip generation
coefficient standard and there will be no subsequent check once the building is built. Mr. Pico
is saying adopt an interim figure of .53, but there is also a requirement to check that once the
hotel is occupied and make adjustments on square footage for other lots in Hacienda Business
Park. Those adjustments could not be made for two to two and a half years.

Mr. Tarver explained his understanding of the differences in the motions: Mr. Pico is
saying do not adopt the standard until there is an actual count; Mr. Tarver is saying that if this
Council or a future Council adopts a standard for this type hotel, then it is done and no further
study is necessary.

Mr. Pico said his intent was if a standard is not adopted now, then there will be a study.
If Council adopts a standard, then it will apply and no study is to be done.

The vote on the amendment to the motion was as follows:

The roll Call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

The vote on the original motion, as amended, was as follows:

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

There was a break at 8:30 p.m.

The meeting was reconvened at 8:40 p.m.

- 9 - 11/05/96
