Each city pays for all fire personnel and only the costs of the
management level personnel is shared. Each city controls its own level of growth and fire
service. This proposal is not to be used to control growth. She is very proud of the work done
in the last thirty days by all parties. No other agencies have had such cooperation with unions,
management staff and fire chiefs, and the final steps will soon be recommended.

Mr. Tarvet made it clear Pleasanton is not subsidizing any other service and is not losing
any quality of service or control.

Ms. Acosta reiterated that the program is building on the strengths of each organization
for an even stronger and better organization.

Gary Stewart, Livermore Fire Chief and head of the new Twin Valley Fire Department,
indicated he was very excited by this process and related the support of the Livermore City
Council and the firefighters. There will be no loss of fire stations merely a consolidation of
management.

- 10 - 11/05/96
