Mr. Sweeney stated that if we assume a lower trip generation, the contract with
Summerfield does not allow Hacienda to deduct more. He was willing to continue to work with
staff.

Discussion continued regarding whether to measure the trip generation and when the
study would be done.

Ms. Michelotti indicated the Planning Commission felt comfortable transportation would
be provided for a large number of occupants of these hotels and the hours would be flexible and
not add to peak hours traffic.

Robert Gray, 2350 Willet Way, Pleasanton, indicated he has a business in Hacienda
Business Park and would love to have a facility like this. He also suggested that the occupants
could be given rides by coworkers who could pick them up on the way to work.

There being no further testimony, the public hearing was closed.

Ms. Michelotti believed the Planning Commission looked at the design carefully and she
concurred with its recommendations. She supported lighter colors for the building and agreed
with the Planning Commission. She believed this type of use does not generate the same number
of trips a Marriott or similar hotel would and agreed most destinations of the guests would be
within Hacienda Business Park and could be handled with vanpools.

It was moved by Ms. Michelotti, seconded by Ms. Mohr, to introduce Ordinance No.
1698, to be read by title only and waiving further reading thereof, approving the
application of Summerfield Suites for a PUD (Planned Unit Development) modification to
allow hotel uses on the site and adopting Resolution No. 96-124, granting design review
approval for the construction of a two-building, 140,000 sq.~. hotel complex consisting of
a total of 241 suites on Site 13F of the Hacienda Business Park, located at 5955 Inglewood
Drive, except that these conditions are modified as follows: Condition #4 to indicate the
trip generation figure shall be .53 for p.m. hours; Condition #5 is deleted pursuant to the
Planning Commission recommendations; Condition #6 is amended so that the colors of the
building and roof shall be lighter and the developer shah work with staff prior to painnting;
Condition #24 shah state the hours of construction shall be from 7:00 a.m. to 6:00 p.m.
unless complaints are received from residents along the haul routes.

Mr. Pico made an amendment to the motion, seconded by Ms. Dennis, to adopt a
trip generation figure of .53 for p.m. hours but then to measure it at the time the hotel is
at full occupancy.

Ms. Mohr referred to the annual of traffic.

Mr. Swift clarified that the annual review takes place at actual intersections, and does
not address trip generation rates from particular land uses.

- 8 - 11/05/96
