Mr. van Gelder explained how the signals would be timed during various periods of the <br />day. The best scenario is that during the heaviest periods of traffic there would be a smooth <br />flow without many stops. <br /> <br /> Mr. Pico pointed out that there are other office/retail complexes that do not have left turn <br />access. <br /> <br /> Mr. Swift agreed. However, the applicant originally wanted the left turn pocket directly <br />into its driveway and staff objected. Coronado is the only street in Hacienda Business Park that <br />does not have left turn access. <br /> <br /> Chris Kinzel, TJKM, representing the applicant, agreed with the staff report and believed <br />the traffic signal fits in with other signal spacing. <br /> <br /> Bob Bristow, President of Britannia, indicated the company is now in its fifth phase of <br />development. This access is critical to the success of the development. He believed that forcing <br />employees and clients to make a U-turn on Hopyard was not a good way to get into his <br />development and actually slows traffic on Hopyard. <br /> <br /> Mr. Pico was opposed to any more traffic signals on Hopyard Road and believed it would <br />have a negative impact on the community as a whole which outweighs any positive benefit to <br />Britannia. <br /> <br /> Mr. Tarver disagreed and believed the signal was appropriate. Hundreds of employees <br />have been added to this business park and he trusted staff to time the signals so that the majority <br />of cars can move along Hopyard without delays. He wanted to be sure there was safe access <br />to the business park. <br /> <br /> Ms. Mohr indicated she has driven on Hopyard for years and believed the signals were <br />well timed. The platooning of traffic works really well during rush hour. It is only during light <br />traffic periods, when side traffic trips the light to give a red light on Hopyard. She felt cars <br />making U-turns reduce by half the number of cars that can get through a light. <br /> <br /> Ms. Dennis agreed. She finds it very inconvenient when going south on Hopyard to get <br />to anything on the east side. <br /> <br /> Ms. Michelotti believed the point that this is the only street without a signal is important. <br />She was also concemed about the trees and hoped that as few as possible would be removed. <br /> <br /> Ms. Mohr inquired whether a drip system could be installed when the median is <br />reconstructed. <br /> <br /> -12- <br /> 10/15/96 <br /> <br /> <br />
