Ms. Mohr felt that if the standards indicated either residential or office use is acceptable,
then there is no need to change the downtown plan.

The r011 call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, and Pico
NOES: Mayor Tarver
ABSENT: None
ABSTAIN: Councilmember Michelotti

There was a break at 9:00 p.m.

The meeting re. convened at 9:05 p.m.

Item 6b
Request to in,qall a left turn pocket in the Hopyard Road median island opposite Coronado
Lane and related traffic signalization improvements. (SR96:296)

Brian Swift presented the staff report.

Mr. Pico inquired why this signal is needed if it does not affect northbound Waffle on
Hopyard.

Mr. Swift indicated cars coming out of the parking lot on the comer will be stopped as
well as right turning cars at West Las Positas. During the period when Hopyard is operated in
a coordinated platoon of traffic, those platoons will proceed smoothly through the West Las
Positas intersection and this one as well.

Bill van Gelder indicated one would have to imagine trying to make a left turn
unprotected across three fairly high speed lanes. The signal is for safety in crossing Hopyard
Road.

Mr. Pico added for clarification that this means another traffic signal is being added
between West Las Positas and Inglewood Drive in the noahbound direction toward the 1-580
freeway.

Ms. Michelotti indicated traffic stops at Inglewood when going westbound to noahbound
from West Las Positas to Hopyard because the freeflow ends at Hopyard. She was concerned
about the distance between West Las Positas and this proposed signal and inquired if the signal
would be timed so people can get through the light but then get stopped at Inglewood?

-11-
10/15/96
