Ms. Dennis felt there were many opportunities for partnership that would increase value
to both associations.

Ms. Michelotti believed that kind of coordination could increase the advertising to help
all concerned.

Gary Schwaegerle, 189 West Angela Street, was happy to see everyone working together.
He wanted the City to waive the fee for nonprofit organizations to use the Senior Center when
benefits are contributed for seniors. With regard to the 10% charge, when an organization
sponsors an event there is a cost and it is necessary to make some profit. He expressed the need
for a community center that can be used by the nonprofit organizations.

Duane Fields, 720 Main Street, Boardmember of the PDA, strongly opposed the 10%
charge to nonprofit organizations. However, PPIE signed a contract and knew from the
beginning what it would cost and it should be paying the fee. He believed all this discussion has
had a negative effect on the organizations and the city. He believed the downtown association
is struggling and it needs to reevaluate its operation. He objected to a proposal to charge the
classic car owners a per car fee for the downtown event. They contribute greatly to the
downtown businesses.

There was no further testimony.

It was moved by Ms. Dennis, seconded by Ms. Mohr, to ask the Pleasanton
Downtown Association to reconsider this policy.

Mr. Tarver did not want people to get the impression that the PDA is the bad guy. It
is like any other nonprofit organization. It has a purpose and a budget and wants to raise funds
to balance that budget. In addition, it has to make sure its assessments are low enough to retain
its members. The PDA will make the ultimate decision on this. He referred to a comment that
it doesn't always collect this fee and he felt that if the PDA is not going to be consistent, it
needs to reevaluate the process.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: Councilmember Pico

8 10/01/96
