Item 6b
Recommendation Regarding the Use of Federal HOME Funds for Fiscal Year 1996
(1996/97L (SR96:294)

Steven Bocian presented the staff report.

Ms. Dennis inquired about the discussion at the Affordable Housing Commission
meeting.

Mr. Bocian indicated the Commission had an interest in processing the HOME funds
similar to the CDBG funds and asked if staff had reviewed various alternatives in the community
to see if there were other places to allocate these funds. Staff believed the HOUSE, Inc. project
would benefit the most because it could use the funds immediately. Scott Erickson reviewed all
the projects he is aware of and concluded this allocation was the most appropriate. Allocation
to Kottinger Place may not be appropriate because that is a public housing project. When
HOUSE, Inc. was recently awarded CDBG funds, it was clear there was a need for additional
funding to complete its project.

Mayor Tarver asked if there were any speakers on this item and there were none.

It was moved by Mr. Pico, seconded by Ms. Mohr, to adopt Resolution No. 96-112,
approving the allocation of federal HOME funds for fiscal year 1996 to HOUSE, Inc.
The roll call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

7. MATTERS INITIATED BY COUNCIL

Item 7a
On-going discussion regarding San Francisco Property and Cooperative Planning Process
for the San FranciSco Water Department - Bernal Avenue Site and Planning Process
Timeline. (SR96:290)

Brian Swift presented the staff report.

Mr. Pico was concerned about scheduling the fourth workshop the week before Christmas
and felt it would be difficult to get people together for public comments.

Mr. Swift indicated that workshop could be scheduled for January, however the intent
was to get Council input as early as possible with respect to the Specific Plan and PUD

9 10/01/96
