The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, and Mayor Tarver <br />NOES: Councilmember Pico <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Mr. Pico left the dias. <br /> <br /> Mr. Roush briefly reviewed Recommendation #6 of the staff report regarding the <br />Pleasanton Downtown Association policy of charging nonprofit organizations a percentage of its <br />gross receipts at a PDA sponsored event. <br /> <br /> Mayor Tarver asked for public comment on this item. <br /> <br /> Kay Ayala, 4515 Gatetree Circle, asked Council to request the Pleasanton Downtown <br />Association to reconsider the policy. She believed there were guidelines by the State Downtown <br />Association regarding this subject. She felt that a charge of 10% of the gross receipts of a <br />nonprofit organization was too much. She thought the PPIE advertising brought many people <br />to the downtown event who may not have come otherwise. Many, many hours are dedicated <br />to this organization by its members and all the money goes back to the children of Pleasanton. <br />It seems a shame any of that money is taken away. <br /> <br /> Mr. Tarver agreed 10% of gross receipts is not a fair charge because sometimes a major <br />event costs a lot to put on and if the 10% is taken from the gross receipts, there may not be <br />enough net receipts to pay expenses. <br /> <br /> John Silveira, representing the Pleasanton Downtown Association, assured Council that <br />the policy is being reviewed by the Board of PDA. He understands the mission of other <br />nonprofit organizations and it is not the intent of the PDA to take money from the schools. The <br />PDA has its own operating expenditures and suggested a possible solution was to have "in-kind" <br />contributions. One of the goals of the PDA is to promote fellowship and it is important to talk <br />about these issues. <br /> <br /> Mr. Tarver suggested nonprofit organizations becoming members of the PDA and paying <br />a membership fee. <br /> <br /> Mr. Silveira indicated they could not become members, but there could be an associate <br />member classification. <br /> <br /> Ms. Michelotti encouraged the PDA to work with Gail Gilpin, Economic Development <br />Manager for the City, to review alternatives for this situation. She also pointed out there may <br />be some small nonprofit organization that could not pay a membership fee and must be dealt <br />with in a different manner. <br /> <br /> 7 10/01/96 <br /> <br /> <br />
