Ms. Michelotti suggested some education of the ice cream truck drivers regarding the <br />safest places to park when vending. <br /> <br /> Mr. Tarver agreed the truck drivers need to be more conscious of safety concerns and <br />aware of problem areas, such as in front of schools, or where there is heavy or fast moving <br />traffic, etc. <br /> <br /> Ms. Acosta explained the difficulty of regulating ice cream vendors because not all have <br />business licenses. Staff will do the best it can, including having the police counsel them when <br />they see them while on patrol. <br /> <br /> Mayor Tarver asked if there was anyone to speak on this item. <br /> <br /> John SiNeira, Farmers Market representative and member of the PDA, referred to <br />subsection C of the proposed ordinance and suggested adding the words "or giving away" goods <br />or merchandise. <br /> <br /> Gary Schwagearle, 189 West Angela Street, referred to an incident where an ice cream <br />vendor was operating illegally at a downtown event. <br /> <br /> Mr. Roush indicated the ordinance does address that. <br /> <br /> There were no further speakers. <br /> <br /> Ms. Mohr remembered the recommendations for the revitalization of the downtown area <br />and sidewalk vendors like flower sellers or hot dog stands sounded charming, but she did not <br />think there was enough foot traffic to support both store merchants and street vendors. She <br />believed the staff approach and the PDA recommendation is reasonable. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to approve staff <br />recommendations 1, 2, 3, 4, 5, and 7, with direction to review whether sidewalk <br />entertainment might be appropriate for special occasions or on Friday or Saturday evening <br />downtown. <br /> <br /> Ms. Mohr referred to recommendation #4 and felt the portable hot dog stands could be <br />appropriate if the property owner approved and if the management of a shopping center also <br />approved. <br /> <br /> There was some discussion regarding the differences between a catering truck and a hot <br />dog stand. <br /> <br /> Ms. Michelotti supported a hot dog cart in front of a business so long as the property <br />owner agrees. She expressed some concern about regulating the number of these carts in town. <br /> <br /> 5 10/01/96 <br /> <br /> <br />
