has a license and has been threatened by a violent, convicted felon, then he can retire a happy

Ms. Mohr felt trying the case against Judge Hyde is not appropriate for the City Council
and urged the Mayor to discourage any more of this.

Mr. Tarver believed the Judge Hyde matter was in the jurisdiction of the courts and other
legal bodies. The request before Council is for public records, and he felt staff has done
everything it could to provide the public records requested.

Angelina Summers, 4750 Sutter Gate Avenue, requested a right hand turn from
Stoneridge Drive to Bradley Drive. There is construction on the east and west side of Bradley
and she asked if the developers could pay to install the right hand turn lane.

Bill van Gelder, Traffic Engineer, indicated this had been discussed and Thoratec
Laboratories is considering the proposal. Staff is working toward implementing the right hand
turn.

Jan Batcheller, 644 St. Mary Street, indicated she did not understand why Council was
focussing its transportation energies in the manner it is. She was concerned about public safety
and presented statistics on the number of accidents, fatalities, injuries and multi-vehicle accidents
that have occurred at Highway 84 (between 1-580 and 680), at the 1-580/680 interchange, and
at the Vineyard Avenue "S" curve. Council has spent a lot of time discussing the Vineyard
Avenue "S" curve and she felt it was amazing since Highway 84 and the 1-580/680 have far
more safety issues that need to be addressed. She referred to the objection of the mayor that
Dublin have access from the slipramps from the flyover. Pleasanton received access at Hopyard
and she felt the regional issue should be a win/win situation for all involved. She also believed
the mayor had been more concerned that Livermore received an additional $5 million from
Measure B dedicated to Highway 84 than getting the highway fixed. She asked Council to
remember there have been 1,063 accidents, 7 fatalities, 353 injuries and 850 multi-vehicle
accidents on Highway 84 in the short distance between 1-580 and 680 making it one of the most
dangerous sections of highway in California. If public safety is the priority, Council must deal
with these three projects in the order of the number of accidents and fatalities at each location.
She urged Council to fix the big problems first.

4. COMMENDATION FOR 50TH BIRTHDAY OF CHAMBER OF COMMERCE

Mayor Tarver presented a commendation to the Pleasanton Chamber of Commerce on
its 50th birthday.

Joan Zender, President of the Board of Directors of the Pleasanton Chamber of
Commerce, thanked Council for its commendation.

09/24/96
-2-
