5. DISCUSSION OF REGIONAL TRANSPORTATION ISSUES <br /> <br /> Randall Lum presented an overview of the transportation matters to be discussed at this <br />meeting. <br /> <br />Item 5a <br />Accept AnnUal Basellne Traffic Report for 1996 (Continued from 9/17/96). (SR96:276) <br /> <br /> Bill van Gelder presented the staff report. <br /> <br /> Mr. Pico asked if the San Francisco project, Staples Ranch and the proposed Busch <br />property development had been included in the five year project? <br /> <br /> Mr. van Gelder indicated staff did not believe the San Francisco project would be <br />generating traffic within five years and therefore it was not included in the report. <br /> <br /> Mr. Pico asked if staff only looked at traffic generated in Pleasanton or did it consider <br />traffic from potential development in Dublin. <br /> <br /> Mr. van Gelder indicated staff only considered traffic that may originate from the <br />residential areas of one city going to the commercial areas of another city. There is a separate <br />evaluation of the Dublin area in the Tri-Valley transportation model (year 2010). <br /> <br /> Mr. Pico asked if there was a model for existing traffic plus the traffic from the expected <br /> General Plan buildout. <br /> <br /> Mr. van Gelder indicated that was not done for this report, since it was a five year plan. <br />There is a model of the entire land use build out of the city, which is in a different report which <br />is available for Council's information. <br /> <br /> Mr. Pico asked if the projects for the baseline considered potential ramp metering on city <br /> streets and arterials. <br /> <br /> Mr. van Geltier said none of that has been taken into account. There is a <br /> recommendation from the Tri-Valley Council to pursue a study of ramp metering and to consider <br /> whether it is beneficial to the area or a hindrance. Contra Costa County proposes to spend <br /> $500,000 to study ramp metering in Walnut Creek, Highway 4, and 1-680 to the Alameda <br /> County border. Mr. van Gelder did not think that much money was necessary for this area. <br /> Extensive modeling of that nature is quite expensive and has not been funded. <br /> <br /> Mr. Tarver asked for elaboration on the situation at the Sunol/I-680 interchange and ways <br /> to mitigate that area in the event there is additional development on the San Francisco property <br /> <br /> 09/24/96 <br /> -3- <br /> <br /> <br />
