MINUTES OF THE SPECIAL MEETING <br /> OF THE <br /> CITY COUNCIL <br /> <br /> September 24, 1996 <br /> <br />1. CALL TO ORDER <br /> Mayor Ben Tarver called the Special Meeting of the City Council to order at 7:05 p.m. <br /> <br />2. ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded as follows: <br />Councilmembers present were Becky Dennis, Sharrell Michelotti, Karin Mohr, Thomas P. Pico, <br />Jr. and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager; <br />Steven Bocian, Assistant City Manager; Michael H. Roush, City Attorney; Brian W. Swift, <br />Director of Planning and Community Development; Randall A. Lum, Director of Public Works; <br />Bill van Geltier, Traffic Engineer; and William Eastman, Police Chief. <br /> <br />3. MEETING OPEN TO THE PUBLIC <br /> <br /> Virginia McCullough, 86 Kilkare Road, Sunol, read a letter to Council regarding her <br />requests for material under the Public Records Act, including any records regarding the <br />D.A.R.E. Program and a gun which was loaned to Judge Ronald Hyde. <br /> <br /> Ms. Acosta responded that staff has been working with Ms. McCullough in providing <br />the information requested. She pointed out that the information the School District has regarding <br />the D.A.R.E. program will be different than the records of the City. She reviewed the <br />procedures regarding donations from individuals and corporations to the D.A.R.E. Program. <br />With regard to the gun, it was purchased for detective use in 1987. The Police Department <br />changed the standard weapon it was using and the gun was stored as a backup. The loan of the <br />gun was improper and the matter has been handled. Ms. Acosta further indicated that sometimes <br />members of the public are not clear about what information they want and staff has to ask <br />questions until the right information is provided. Staff will continue to work with Ms. <br />McCullough. <br /> <br /> Chief William Eastman indicated public employees must sometimes endure falsehood and <br />innuendo. He felt that if the worst thing he has done is to bring the D.A.R.E. Program to <br />Pleasanton, encourage participation from the business community, and loan a gun to a man who <br /> <br /> 09/24/96 <br /> -1- <br /> <br /> <br />
