(SR 96:231) <br /> <br /> Brian Swift presented the staff report. <br /> <br /> Ms. Dennis indicated she had reviewed the video tape of the last meeting, looked at the <br />site, and spoke with the applicant. The issue that was the most compelling to her was the <br />parking situation. Considering problems in other areas like Verona and Belvedere, she had <br />concerns about on-street parking for people during overflow times. She believed this project has <br />more on-street parking than is available in other areas with problems and her fears were <br />somewhat allayed in this instance. With regard to growth management, she felt there will be <br />a balancing over time, whether a project is at the higher or lower end of the midrange. She <br />would rather balance a small project than a large one. This project will have a relatively <br />insignificant impact. She also considered that this developer has been in the process for a <br />considerable time before the general plan changes were made. She realizes that the allocations <br />go far in the future, but this is a small project and many times there are units available where <br />this project can be fit in. There may be a walt, but the developer is willing to take the risk. <br /> <br /> Mayor Tarver declared the public hearing open. <br /> <br /> There being no speakers, the public hearing was closed. <br /> <br /> Ms. Mohr indicated this developer had been left with a "remnant parcel" after Del Valle <br />Parkway was constructed. In addition, the piece was more difficult to develop due to the <br />requirement to put in the bike/pedestrian trail along the Arroyo. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Dennis, to adopt Resolution No. 96-99, <br />approving a negative declaration for the project. <br /> <br />The r011 Call vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Mohr, and Pico <br />NOES: Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/03/96 -8- <br /> <br /> <br />
