It was moved by Ms. Mohr, seconded by Ms. Michelotti, to adopt Resolution No. <br />96-98, approving an amendment to the refuse rates by: a) establishing an $18/month rate <br />for a new optional 35-gallon automated collection service for residential customers and a <br />$6 fee to reflect the processing costs associated with customers switching between 35 gallon <br />can service and 90 gallon service more than once; b) eliminating the existing rates for <br />customers currently receiving manual collection service using 30-gallon containers <br />($12.S7/month for one can), and establishing transitional rates of $14/month (one can) <br />effective 10/1/96 and $16/month effective 4/1/98 for 35-gallon automated pickup service for <br />these customers; and (c) directing staff to conduct a commercial rate structure analysis with <br />the intent of replacing the existing compacted rate for commercial customers with a weight- <br />based rate structure applicable to commercial roll-off service and accounts that use external <br />trash compactors that can be weighed individually. <br /> <br /> Mr. Tarvet understands the complexity of the rate structure, but felt there could have <br />been some kind of analysis that would determine a fiat service fee for the can and then talk <br />about what would be added to the volume of the can and give alternatives and options to the <br />residents. He agrees there is a better process to get the blue bags to people so they will use <br />them. He also has a problem with the current recycling process at the transfer station. He <br />realizes this is a big improvement, but the other issues are also important and need to be <br />addressed. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers- Michelotti, Mohr, and Pico <br />NOES: Councilmember Dennis and Mayor Tarver <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Acosta announced that Chris Sherwood was leaving his job with the City and <br />expressed appreciation for all his work on this project and many others. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to authorize an expenditure of <br />up to $125,000 in Measure D funds to purchase 35-gallon refuse containers suitable for <br />automated pickup to implement the new 35-gallon automated collection service. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />09/03/96 -7- <br /> <br /> <br />
