He hoped to have the <br />discussion on the credits at the September meeting. <br /> <br /> Ms. Acosta advised that agreement on the credits could be accomplished by September <br />but it was questionable whether the agreement from all jurisdictions would be secured by the <br />October deadline. <br /> <br /> Mr. Tarver discussed frustration where a large-scale regional project has numerous <br />hearings and meetings then and the project seems to start all over at the eleventh hour. <br /> <br /> Mr. Harris stated he expects the Negative Declaration to be adopted in September. <br /> <br /> With that and the credit issues being resolved, Mr. Tarver believed that by October the <br />Council will be able to move forward. If the transportation model is changed through the public <br />hearing process, all affected agencies will know that Pleasanton is trying to change the model. <br /> <br /> Ms. Michelotti would like the request for the TVTC to change its model to be separate <br />so that it would not hold up the project. <br /> <br /> Mr. Harris felt there is time to work with staff and there is some flexibility to hold up <br />the construction time to late '97 or early '98. <br /> <br /> Mr. Pico asked staff whether the Council had been copied on the environmental report. <br /> <br /> Ms. Acosta believed a memo had been sent that the document was available for review, <br />however, the document was so large it was not copied to everyone. <br /> <br /> Ms. Michelotti supported the motion since it was clarified that the TVTC will look at the <br />model with respect to our concerns, although it is not a condition.
