Mr. Pico stated he is not ready to support the motion at this time without seeing the <br />environmental document and having an opportunity to have his concerns addressed. He does <br />not see the rush for approval. <br /> <br /> Mr. Tarver felt there are concerns that have not been addressed and he is also not ready <br />to make a commitment at this time. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Michelotti and Mohr <br />NOES: Councilmember Pico and Mayor Tarver <br />ABSENT: Councilmember Dennis <br />ABSTAIN: None <br /> <br /> The motion failed. <br /> <br /> Mayor Tarver made a motion, seconded by Ms. Mohr, to direct staff to continue <br />discussion with the Alameda County Transportation Authority regarding potential local match <br />credits, and to authorize staff to develop a payment schedule with ACTA which satisfies overall <br />project needs and funding availability. <br /> <br /> Ms. Acosta stated that staff has never had an issue with the payment schedule and felt <br />it could work with the many options provided by ACTA, although this may not be done by the <br />October time line. <br /> <br /> Mayor Tarver amended his motion, seconded by Ms. Mohr, to direct staff to <br />continue discussion with the Alameda County Transportation Authority regarding potential <br />local match credits, to authorize staff to develop a payment schedule with ACTA which <br />satisfies overall project needs and funding availability, to discuss and reach agreement on <br />the TVTC alternative language concerning the match percentages, and to set a public <br />hearing on these issues as soon as possible in order to make a determination if modifications <br />are necessary. <br /> <br /> In response to Ms. Mohr, Ms. Acosta advised the soonest possible date for a public <br />heating would be the middle or late September. <br /> <br /> Ms. Michelotti questioned how can a public hearing be done in September and still make <br />the commitment dates. She requested staff develop a time line. <br /> <br /> Mr. Harris addressed the Council, stating he respected the Council's caution. It is <br />ACTA's staffs objective to have most of the work done and agendized the first week of <br />October, then to go to the governing board the fourth week of October. He felt he can work <br />with staff regarding the credit issues. As for the environmental document, the City has been <br />involved with the environmental process and the review of the document.
