Mr. Coursey said only on an informal basis. He felt the Chambers would be filled with
people opposed to changing the assessment fee. The Advisory Board only heard from a few
businesses and those were the ones that were affected by raising the maximum fee.

Ms. Mohr felt that if more revenue were generated, that should be applied to more
events. It doesn't seem $25 a year would have much impact on a business and did not think it
wise to reduce the fee from $50 to $25. She referred to one event that was a negative with
regard to revenue. If more revenue were raised, could that event still be carried?

Mr. Coursey said four events are revenue producing and the remainder are not. The
Victorian Evening was not revenue producing, because it was expensive. The Committee is
working harder to make it a bigger and better event because it is produces a great deal of good
will. They hope to get ideas to make it more revenue producing.

Ms. Acosta indicated excess revenue is not usual for downtown associations. They
struggle to have enough money for the events they want to produce. It is a balance to meet the
needs of the membership, to sponsor events, and still be able to support the one staff member
in their budget. She did not want Council to count on seeing excess revenues.

Mr. Coursey indicated the number of business that have joined the Downtown Business
Association over the last year has been significant. There were 325-350 business and now there
are over 400. As long as more businesses are coming to downtown, it will help with the
revenue.

There being no further testimony, the public hearing was closed.

Ms. Michelotti asked the Downtown Association to keep the Music in the Park even
during other events.

It was moved by Ms. Michelotti, seconded by Ms. Mohr, to accept the report and
budget, to adopt Resolution No. 96-91, indicating the intent to levy an assessment and
setting a public hearing for September 3, 1996; and to introduce Ordinance No. 1689, to
be read by title only and waiving further reading thereof, amending the manner in which
assessments are levied.

Mr. Tarver felt it was great any time a District can reduce fees for its members. He felt
those with reduced fees would be very appreciative and he appreciated the increased efforts at
fund raising.

08/13/96
-5-
