Mr. Tarver asked if the Association could raise the $4,000 to $6,000 in shortfail from
the reduced revenue.

Mr. Coursey felt it would put a greater burden on the promotions committee, but it is
constantly coming up with new ideas, such as a jazz and wine festival, which would generate
more income. It only takes one event to make up the shortfail from the reduced assessments.
They just have to work harder and smarter to make up the loss in revenue.

Ms. Michelotti questioned reducing the minimum from $75 to $50. That does not seem
like a large mount, but she wondered why that was recommended.

Mr. Coursey indicated they had considered reducing the assessment to $25, but that
created an even more significant decrease in revenue.

Mr. Iremonger indicated there was a large number of business that were reduced from
$75 to $50, but that was the way to give businesses in outlying areas a break.

Ms. Michelotti asked if this was a specific area or based on sales revenue.

Mr. Iremonger indicated it was based on the business license revenue figures. There are
businesses on Main Street that will pay $50, but there are considerably more business off Main
Street that will pay $50.

Ms. Michelotti asked if the $75 was a burden to some business and was that the driving
force for the reduction.

Mr. Coursey indicated that is what they were hearing. Some businesses did not want to
be in the District at all. The Board felt that by lowering the fee, it would demonstrate an
understanding of the concerns. They wanted to preserve the District and not lose members.
Next year, the fee may be reduced from $50 to $25 depending on how effective the promotions
committee can be and the type of events that can generate extra income.

Ms. Michelotti asked that as more income is generated, does this apply across the board
to everyone? The objective is to increase general revenue so there is a lower future assessment.
Does that mean that all fees will be reduced?

Mr. Coursey indicated that was possible and each Board would have to make that
determination.

Ms. Michelotti asked if there had been feedback from other members of the association.

08/13/96
-4-
