Add a new Program 1.7 on page HI-11, to read as follows: "If after the initial study <br />outlined in Program 1.6, the City Council votes to begin the construction of the West Las <br />Positas Boulevard/I-680 interchange, it shah do so conditionally and shah defer actual <br />implementation for a period of one year in order to allow citizens who may disagree with <br />the decision the opportunity to circulate an initiative measure to delete the interchange from <br />the General Plan Map and to amend the General Plan in other respects so as to maintain <br />the Plan's internal consistency. The process for implementing construction may proceed <br />immediately if: (a) a Notice of Intent to Circulate Petition is not ~ed with the City Clerk <br />within 30 days of the Council's decision to implement the interchange's construction; (b) <br />a Notice of Intent is f'ded but a sufficient number of signatures is not gathered within six <br />months of the ~ing of the Notice; or (c) the initiative measure fails." <br /> <br /> Renumber existing Program 1.7 on page HI-12 to Program 1.8 <br />Th~ r011 Call vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />KUki property <br /> <br /> It was moved by Ms. Michelotti, seconded by Ms. Mohr, to separate the Kuki <br />property on Foothi Road and leave it designated Low Density on the lower portion with <br />no units allowed above the 670 foot elevation. <br />The roll Call vote was as follows: <br />AYES: Councilmembers - Michelotti and Mohr <br />NOES: Councilmembers - Dennis, Pico, and Mayor Tarvet <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> The motion failed. <br /> <br />ROse Avenue <br /> <br /> Mr. Pico asked staff if the Rose Avenue extension to Valley Avenue were deleted, would <br />it be consistent with the EIR? <br /> <br /> Mr. Rasmussen indicated that was an alternative that was considered. <br /> <br /> Ms. Acosta indicated another alternative was to consider an east/west collector, rather <br />than being specific about Rose Avenue. <br /> <br /> Ms. Michelotti was concerned about using the language "Diligently pursue the extension <br />of Rose Avenue to Valley Avenue with all necessary means." She suggested "Pursue a public <br /> <br />08/06/96 -20- <br /> <br /> <br />
