street connection of Rose Avenue to Valley Avenue opposite the Bernal Corporate Park with an
east/west collector that is not necessarily Rose Avenue."

It was moved by Mr. Pico, seconded by Ms. Dennis, to delete from the General Plan
Map the Rose Avenue extension to Valley Avenue.

A substitute motion was made by Ms. Michelotti, seconded by Ms. Mohr, to keep
an east/west collector from Bernal Corporate Park to central Pleasanton, but not
necessarily Rose Avenue.
The roll C~ll vote was as follows:
AYES: Councilmembers - Michelotti and Mohr
NOES: Councilmembers - Dennis, Pico, and Mayor Tarver
ABSENT: None
ABSTAIN: None

The substitute motion failed.

Mayor Tarver indicated the General Plan has been very specific. There is a Circulation
Element and specification for the road in addition to the neighbors who want the road built. The
fairgrounds has blocked this. Council needs to make it happen and be strong enough to pursue
it. He did not care what the alignment is but wanted to pursue the extension and make the
connection with all necessary means.

Ms. Michelotti did not see the urgency of doing this and indicated the property owners
have said they do not want the extension.

Mr. Tarver felt that was because they have given up. The Fairgrounds has always
blocked any extension. The County approves all kinds of uses on the Fairgrounds, but will not
let the City extend Rose Avenue to complete its General Plan. The only way the extension will
be built is through condemnation. His feeling is either do what is necessary or take it out of the
General Plan. He wants to do it.

A substitute motion was made by Mayor Tarver, seconded by Mr. Pico, to add
Program 4.7 on page 111-13, to read as follows: "Diligently pursue the extension of Rose
Avenue to Valley Avenue with all necessary means."

The roll call vote was as follows:
AYES: Councilmembers - Mohr, Pico, and Mayor Tarver
NOES: Councilmembers - Dennis and Michelotti
ABSENT: None
ABSTAIN: None

08/06/96 -21-
