There is a big commitment of <br /> time and she wanted to be sure the residents are being represented. <br /> <br /> Ms. Michelotti wanted to be sure the study gives the alternatives and repercussions if the <br /> West Las Positas interchange is not built. <br /> <br /> There was discussion regarding the correct wording of the paragraphs to make them <br /> grammatically correct and whether to include the previously suggested amendments presented <br /> by Ms. Michelotti. <br /> <br /> Mr. Pico agreed to include her suggestions as to Program 1.7 in his motion. <br /> <br />__ It was moved by Mr. Pico, seconded by Mayor Tarver, to modify page 11I-6, <br /> paragraph 2, to read as follows: "In its original deliberations on the West Las Positas <br /> Boulevard/I-680 interchange, the 1996 General Plan Steering Committee voted to delete the <br /> interchange from the previous General Plan Map. However, since this is a very complex <br /> issue, the Steering Committee subsequently voted instead to recommend that a citizens <br /> advisory committee be appointed to study and prepare a recommendation to the City <br /> Council as to whether or not the City should continue to plan for the construction of the <br /> West Las Positas Boulevard/I-680 interchange. This matter has been the subject of <br /> considerable public discussion due to the complexity of traffic and environmental issues that <br /> it presents. A study of this project area should be conducted to carefully examine aH <br /> potential impacts on the affected neighborhoods, as well as on the overall City- <br /> wide/subregional traffic circulation system. An economic and fiscal study should also be <br /> included, as well as neighborhood meetings." <br /> <br /> Modify Program 1.6 on page IiI-11, to read as follows: "Appoint a citizens advisory <br /> committee to study and prepare a recommendation to the City Council as to whether or not <br /> the City should continue to plan for the construction of the West Las Positas Boulevard/I- <br /> 680 interchange. Undertake a study regarding the need, possible mitigations, and <br /> alternatives for the West Las Positas Boulevard/I-680 interchange. The study should <br /> carefully examine all potential impacts on the affected neighborhoods, as well as on the <br /> overall City-wide/subregional traffic circulation system.
