Ms. Acosta indicated Council could go into closed session at this time if it chose. <br /> <br /> Ms. Mohr wanted every person involved in the previous meeting to be there and have <br />this meeting rescheduled as soon as proper public notice could be given. <br /> <br /> Mr. Roush did not believe a closed session was authorized at this time to discuss the <br />matters of the previous meeting. The purpose of that meeting was to get input and have <br />discussion about the questions raised at the City Council meeting. <br /> <br /> Ms. Mohr indicated there was only input from the Mayor and not the rest of the Council. <br /> <br /> Mr. Roush indicated the input was in relation to questions already asked by Council. <br /> <br /> Ms. Mohr reiterated her request for a continuance. <br /> <br /> At the request of the Mayor, Mr. Roush read the Council Procedures which allows any <br />Councilmember to request a continuance of an item. <br /> <br /> There was discussion regarding whether there was a legal or Council imposed deadline. <br /> <br /> Mr. Roush stated there is no legal deadline for this action, such as an appeal that must <br />be acted on within a statutory period of time. The City imposed deadline is subject to <br />interpretation but the actions proposed to be taken tonight are not on a legally imposed deadline. <br /> <br /> Ms. Dennis referred to the phrase "a date agreeable to a majority of the Council" and <br />asked if this meeting could be continued to tomorrow. <br /> <br /> Mr. Roush indicated that if a special meeting were called, it requires 24 hours notice. <br />The earliest time would be 24 hours from now. Council can decide how much notice is <br />required. A notice of 24 hours is what is legally required. <br /> <br /> Ms. Mohr asked if the meeting of all the Council and the outside counsel could be called <br />within the 24 hours. <br /> <br /> Mr. Tarver believed all questions can be answered and he was not interested in another <br />meeting. He disagreed the previous meeting was an executive session. If every time an <br />individual Councilmember met with staff was an executive session, then Ms. Mohr has had <br />numerous such sessions. This meeting was at the direction of Council to get a second opinion <br />and to review the comments made by Council regarding the initiatives. Staff members were <br />present and everyone had something to contribute. All those discussions and recommendations <br />are before Council tonight and you can ask questions. If Ms. Mohr wants to sit down with Mr. <br />Weinberger outside this public meeting, then he felt she should have the opportunity to do that. <br /> <br />07/25/96 <br /> -5- <br /> <br /> <br />
