Ms. Michelotti indicated there was no separate report from the outside counsel and asked <br /> how the information was included in the staff report. <br /> <br /> Mr. Roush indicated there was a meeting which included himself, Brian Swift, Wayne <br />Rasmussen, Mayor Tarver, and two members of the Weinberger firm, including Mr. <br />Weinberger, and Steve Bocian. At the meeting, the issues raised by the Council on July 15 were <br />discussed. Various approaches were considered and the information was incorporated into the <br />staff report dated July 25, 1996. It was a collaborative effort and it would be difficult to say <br />which part was done by whom. <br /> <br /> Mr. Tarver indicated he had asked Mr. Weinberger to attend the meeting. <br /> <br /> Ms. Michelotti asked what issues were reviewed. <br /> <br /> Mr. Roush indicated the primary focus was the initiatives. <br /> <br /> Mr. Pico felt the discussion was now getting into the agenda and outside the scope of <br />Meeting Open to the Public. <br /> <br /> Mr. Tarver felt that was a good point and further questions would be discussed in relation <br />to Item 5c. <br /> <br /> Lorelei Tolvtvar, 1993 Greenwood Road, asked for elaboration on the counsel hired to <br />advise on water rights. She felt that if water rights belonged to the City of Pleasanton, it would <br />not be having a problem with San Francisco. <br /> <br /> Mr. Tarver indicated the City has retained an attorney to assist the city in evaluating <br />water rights issues that affect the City of Pleasanton. <br /> <br />5. 1996 PLEASANTON GENERAL PLAN UPDATE <br /> <br /> Ms. Mohr was upset that there was a meeting with the Mayor, staff and the outside <br />attorneys. She considered that an executive session to which the rest of the Council was not <br />invited. She asked that the rest of this meeting be continued pursuant to the Council procedures <br />and she wanted a meeting with all who participated at that meeting. <br /> <br /> Mr. Roush indicated Ms. Mohr had the right to ask for a continuance, however he would <br />not characterize the prior meeting as an executive or closed session. <br /> <br /> Ms. Mohr said none of the other Councilmembers were informed about the meeting and <br />had no opportunity to ask further questions.
