Mr. Tarver asked if every time a use is changed, does the General Plan have to be <br />changed? <br /> <br /> Mr. Swift indicated that is not the intent. If the General Plan had to list the allowed uses <br />in the General Plan classification, it would be necessary to itemize all the uses in the Zoning <br />Cede and that would turn the General Plan into a zoning ordinance. Staff is trying to include <br />general language that says if a determination has been made through the Zoning process that a <br />use is consistent with the policies of the General Plan and compatible with that zoning district, <br />there therefore it is under the umbrella of that General Plan designation. <br /> <br /> It was moved by Ms. Dennis, second by Ms. Mohr, to add the following wording to <br />the end of the third paragraph on page II-4: "Zoning designations include a specific ilst <br />of uses allowed within a particular zone. These frequently include uses compatible with the <br />main use but different in type, such as churches within industrial zones. The General Plan <br />intent is to incorporate the variety of compatible uses which are generally allowed by the <br />zoning districts-within each General Plan designation. Accordingly, ~permitted and <br />conditional' land uses allowed within the various city zoning designations are considered <br />to be consistent with the corresponding General Plan land use categories.u <br /> <br />The r011 CaJl vote was as follows: <br />AYES: Councilmembers- Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Changes relating to the Muwekrna Indian Tribe Recommendations <br /> <br /> Mr. Rasmussen indicated these changes were proposed in response to the presentation <br />at the last City Council meeting. <br /> <br /> It was moved by Ms. Dennk, seconded by Ms. Michelottl, to modify page 14, fifth <br />complete paragraph, sentence 1, to read: "Land in the Pleasanton area was held by the <br />Ohlone Indians prior to the f'n, st European contact, and it was then used in conjunction <br />with the Spanish ml~ions. The first European settlement was started by Augustin Bernal <br />in 1850.", and to modify existing Program 6.2 of the Conservation and Open Space Element <br />to read as follows: nProgram 6.2: Require archaeological studies in areas of known <br />archaeological significance prior to development approval, and ensure such studies at a <br />minimum meet the requirements of CEQA Appendix K in recommending mitigation <br />measures if an archaeological site is encountered, including providing for the interpretation <br />of cultural resources.n, and f'mally to add a new program to the Conservation and Open <br />Space Element to read as follows: "Prolram 6.5: Encourage the use of educational <br />workshops, exhibits, and teaching materials which celebrate the City's ancestral heritage <br />and Native American contributions; encourage participation by Native American groups in <br />developing such programs. n <br /> <br />07/09/96 -38- <br /> <br /> <br />
