Mr. Tarver believed it could be carried out, but the City is not exercising its power to
do that. No one wants to take on the issue. We can delete the extension, but why was it on the
General Plan for so many years? Mr. Jones had very good points regarding locations of
housing, zoning, etc. and the City is letting the Fair Board dictate how this property would be
developed because it will cause the fairgrounds some difficulty. Mr. Tarver felt the Fair Board
is causing the City difficulty and it doesn't seem to care.

The r011 call vote was as follows:
AYES: Councilmembers Dennis and Pico
NOES: Councilmembers Michelot~, Mohr, and Mayor Tarvet
ABSENT: None
ABSTAIN: None

Ms. Dennis then suggested that if the Rose Avenue extension is kept in the General Plan,
that language be included to make sure it happens.

Ms. Michelotti thought the project should be kept in the General Plan, but the City
should help the property owners get some assistance.

Mr. Tarver felt that if a program is not put in the General Plan that says the City will
use all available means to get Rose Avenue extended, then it should be deleted.

It was moved by Mayor Tarver, seconded by Ms. Dennis, to clearly spell out in the
General Plan that Pleasanton is going to do whatever is necessary to get Rose Avenue
extended to Valley Avenue.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarvet
NOES: Councilmember Michelot~
ABSENT: None
ABSTAIN: None

Land Use Clarification

Mr. Rasmussen indicated this was a proposal by staff to have the Council conf'ffm in the
Land Use Element text that permitted and conditional land uses allowed within the various
zoning designations are considered to be consistent with the corresponding General Plan Land
Use Categories. The current General Plan text only conceptually indicates what the different
permitted land uses would be, such as low density residential, medium density, etc. but the
General Plan does not deal with detailed uses also permitted in those areas, such as churches.
This program would confirm any use that is permitted in an industrial zoning district would also
be permitted under the industrial land use designation on the General Plan map.

07/09/96 -37-
