commercial and residential uses with more people who live and work in the area could provide <br />a level of safety and security. <br /> <br /> Mr. Rasmussen indicated there is a common belief that if there are people located around <br />a BART station during the evening hours, that would reduce the likelihood of criminal acts. <br /> <br /> Ms. Mohr asked if that were demonstrated by other BART stations, like Bayfair? <br /> <br /> Ms. Micheloff thought this was evident at the Walnut Creek station. <br /> <br /> Mr. Rasmussen indicated the crime rate is very low at the Lafayette and Orinda stations. <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Mohr. to accept the Steering <br />Commlttee recommendation to add Program 6.4 on page H-17, which reads as follows: <br />"Generally discourage the redesignation of commercial, business park, and industrial land <br />to residential use, except for the area surrounding the East Dub!In/Pleasanton BART <br />Station." <br /> <br /> Mr. Pico indicated he would support this, but reluctan~y. He did not support increasing <br />residential density in Hacienda Business Park. <br /> <br />The r011 call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Hacienda Business Park <br /> <br /> Ms. Mohr asked if the people living near the 12 acres currently designated for High <br />Density Residential were notified of the potential change. <br /> <br /> Mr. Rasmussen indicated they were not; this does not make the change, it only provides <br />flexibility to do so. The change was made as were hundreds of others to the General Plan. <br />There would be a complete public hearing process prior to any change to the land uses in <br />Hacienda Business Park. <br /> <br /> Ms. Dennis asked why the Planning Commission wanted to delete this. <br /> <br /> Mr. Rasmussen believed a couple of Commissioners were concerned about providing <br />housing around the BART station. <br /> <br /> Ms. Dennis felt highway noise could be a problem. <br /> <br />07/02/96 -14- <br /> <br /> <br />
