Mr. Rasmussen indicated there is a common belief that if there are people located around a BART station during the evening hours, that would reduce the likelihood of criminal acts. Ms. Mohr asked if that were demonstrated by other BART stations, like Bayfair? Ms. Micheloff thought this was evident at the Walnut Creek station. Mr. Rasmussen indicated the crime rate is very low at the Lafayette and Orinda stations. It was moved by Mr. Tarver, seconded by Ms. Mohr. to accept the Steering Commlttee recommendation to add Program 6.4 on page H-17, which reads as follows: "Generally discourage the redesignation of commercial, business park, and industrial land to residential use, except for the area surrounding the East Dub!In/Pleasanton BART Station." Mr. Pico indicated he would support this, but reluctan~y. He did not support increasing residential density in Hacienda Business Park. The r011 call vote was as follows: AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver NOES: None ABSENT: None ABSTAIN: None Hacienda Business Park Ms. Mohr asked if the people living near the 12 acres currently designated for High Density Residential were notified of the potential change. Mr. Rasmussen indicated they were not; this does not make the change, it only provides flexibility to do so. The change was made as were hundreds of others to the General Plan. There would be a complete public hearing process prior to any change to the land uses in Hacienda Business Park. Ms. Dennis asked why the Planning Commission wanted to delete this. Mr. Rasmussen believed a couple of Commissioners were concerned about providing housing around the BART station. Ms. Dennis felt highway noise could be a problem. 07/02/96 -14-
