Ms. Mohr felt that "consider implementation" could be construed as implying that the <br />City would do the implementation as opposed to the railroad group. She suggested adding "at <br />no cost to the City of Pleasanton." <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Michelotti, to modify the Steering <br />Committee recommendation as to Program 3.5 on page II-165, to read as follows: <br />"Encourage bringing the historic train concept to the Downtown, at no cost to the City of <br />Pleasanton. Also, study.other feasible uses of the Southern Pacific Railroad right-of-way, <br />except for vehicular circulation (parking may be considered).~ <br /> <br /> Ms. Dennis suggested amending the language to say "bringing" instead of <br />"implementation of" and Ms. Mohr agreed. <br /> <br /> Mr. Tarver disagreed with the wording because if any staff time is used for this project, <br />someone could say City money is being used to encourage this. He did not think that kind of <br />statement was necessary in the General Plan. The ballot measure says no City money will be <br />spent and he did not see this as necessary. <br /> <br /> Ms. Mohr felt it was a matter of consistency and Mr. Tarver has pointed out that people <br />will say "if the General Plan says... ' there will be a commitment. She also felt it was consistent <br />with the language proposed by Mr. Churka. <br /> <br />The r011 call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> Ms. Michelotti referred to the phrase "except for vehicular circulation". When the <br />downtown study is done, she wanted that looked at and made clear that the right-of-way will not <br />ever be converted to a street. The thought a few years ago was the opposite of that; to make <br />First Street a residential street and move traffic over to the commercial area and use the <br />Corridor for a street. <br /> <br /> Ms. Mohr felt that at the time the concept was good because First Street is a wonderful <br />street of old Victorians, but the funding for it appears to be impossible and it would prevent the <br />Iron Horse Trail concept from happening.. <br /> <br />COmmercial Redesignation to Residential <br /> <br /> Ms. Mohr referred to a comment that there should be more active use around the BART <br />station and wanted staff to respond to that.
