The r011 Call vote was as follows: <br />AYES: Councilmembers - Dennis, Pico, and Vice Mayor Michelotti <br />NOES: Councilmember Mohr <br />ABSENT: Mayor Tarvet <br />ABSTAIN: None <br /> <br /> Mr. Pico and Ms. Dennis will write the argument in favor of the measure. <br /> Ms. Mohr will write the argument opposing the measure. <br /> <br />Item 6~ 1-2 <br />Approval of amendments to the City's FlU 1996-97 Operating Budget including the <br />C0mmunlt_v Development Block Gr~__n~ Program (CDBG~ and approval of amendments to <br />the City Capital Improvement Pro_re'am (CI~ for the FY 1996-97 through 1999-2000. <br />(SR96: 197) <br /> <br /> Ms. Acosta gave a brief overview of the budget. <br /> <br /> Susan Rossi reviewed the changes to the 1996-97 Operating Budget and Community <br />Development Block Grant Program. <br /> <br /> Steven Bocian reviewed the changes to the 1996-97 Capital Improvement Program <br />budget. <br /> <br /> Mr. Pico referred to the potential for reallocating the reserve funds. He thought there <br />was $4.7 million that can be reallocated to specific uses that will not jeopardize the financial <br />health of the city. He also clarified that there are no restrictions or limitations on the <br />allocations. <br /> <br /> Ms. Acosta indicated that surplus funds are annually placed into a capital reserves until <br />the budget process'identifies where the capital funds are to be allocated. The temporary <br />recession reserve was created in 1991 to offset any potential loss of funds from the State and <br />was intended to take care of any necessary downsizing. We were very fortunate that we did not <br />have to draw upon that recession reserve because of savings created by the staffs efforts. We <br />no longer have the concerns about State budget impacts. She agreed there are no limitations on <br />allocation by Council, however she recommended strongly that the reallocation of the recession <br />reserve funds be for one-time expenses and not towards on-going programs. <br /> <br /> Ms. Michelotti asked about the allocation of $250,000 for the short term expansion of <br />City Hall and asked if the $150,000 was additional funds for data processing? <br /> <br /> Mr. Bocian indicated the additional $250,000 is in case there is a need to add a modular <br />office to 200 Old Bernal. <br /> <br />06/18/96 -9- <br /> <br /> <br />
