years as a councilmember, eight years as mayor, and then eight years as councilmember, etc. <br />etc. He is philosophically opposed to term limits. However, if this ballot measure is approve. d, <br />he felt it should say a maximum of eight years, in whatever combination. <br /> <br /> Ms. Dennis asked if a total of 16 years was unacceptable to Mr. I-Iovingh if there were <br />a really good councilmember. <br /> <br /> Mr. Hovingh felt if the measure indicates 16 years, then there should be no benefits such <br />as paid life insurance, health benefits, etc. <br /> <br /> It was moved by Mr. Pico to approve the staff recommendation. <br /> <br /> The motion died for lack of a second. <br /> <br /> Ms. Mohr felt the way this is worded it is possible, as suggested by Jack Hovingh, that <br />someone could serve in perpetuity, which is what we seem to want to avoid. <br /> <br /> Ms. Dennis asked if the language could be changed to include a 16 year maximum? <br /> <br /> Mr. Pico said the voters approved an advisory measure a few years ago and there was <br />ample discussion at that time. This wording is consistent with the language adopted by the <br />voters and it is appropriate for them to ratify the same language. He did not feel the scenario <br />presented regarding continuous election to Council was relevant. <br /> <br /> Ms. Mohr felt that original measure was advisory and this one will be law. The elected <br />officials in Sacramento are getting around term limits by running for Assembly then Senate and <br />back again. If it can happen there, it can happen in Pleasanton. She felt Ms. Dennis' <br />suggestion was a good one. <br /> <br /> It was moved by Ms. Dennis to limit service on the City Council to a total of 16 <br />years. <br /> <br /> Mr. Pico felt this was confusing the issue and going beyond what the voters approved. <br /> <br /> Ms. Mohr recognized what Mr. Pico was saying, but this is implying an eight year <br />limitation and people will not understand the various combinations of service would allow <br />unlimited service. <br /> <br /> Ms. Dennis withdrew her motion. <br /> <br /> It was moved by Mr. Pico, seconded by Ms. Dennis, to approve the ballot language <br />"Shall an ordinance be adopted to !troll a councllmember to two consecutive terrrt~ of four <br />years each and to limit a mayor to four consecutive terms of two years each?" <br /> <br />06/18/96 -8- <br /> <br /> <br />
