Ms. Michelotti asked for clarification on the use of $750,000. <br /> <br /> Mr. Bocian explained the City Hall expansion fund could be as much as $750,000 in <br />order to be able to draw from that fund with City Council approval for any expansion to City <br />Hall. This attempts to address questions raised by Council regarding whether staff is sure <br />enough is being done for City Hall needs. <br /> <br /> Ms. Dennis asked how long these short term expansions are supposed to last. <br /> <br /> Mr. Bocian indicated five to ten years. He further explained that funds are periodically <br />moved from CIP projects to a City Hall fund, but not enough is in that fund yet to seriously <br />begin the process for construction of a new City Hall. At this time, we do not even have the <br />land. <br /> <br /> Ms. Acosta elaborated that staff is focussing on the need for a new City Hall and is <br />working toward that goal, but the needs are so great that short term measures are vital. One of <br />the short term measures being taken is the acquisition of three acres from the San Francisco <br />Water Department. That is a step towards the ultimate design and construction of a new City <br />Hall. <br /> <br /> Mr. Pieo asked about the staff recommendation to designate the largest potion of the <br />$4.7 million for a reserve of $2.25 million for land purchase. Would it not be just as <br />appropriate to change that definition so it also includes funding as necessary for the temporary <br />City Hall expansion? <br /> <br /> Ms. Acosta indicated that could be done. <br /> <br /> Ms. Michelotti declared the public hearing open. <br /> <br /> Pat Goodday, Principal of Amador Valley High School, 1155 Santa Rita Road, asked <br />Council to install a traffic light in from of the High School. Various options for location have <br />been discussed with staff. She believed there was a safety hazard at the beginning and end of <br />the school day. <br /> <br /> Mr. Lum indicated staff has been meeting with the Amador staff and parents and have <br />worked to develop potential solutions to the crossing controls at that location. This location is <br />one of eight or nine high priority locations in the City for traffic signals. Four are related to <br />schools. The School District has appointed a liaison to meet with City staff to discuss school <br />locations and develop a priority for traffic signals and potential funding sources. That will come <br />to Council at the next CIP process. <br /> <br /> Ms. Mohr asked if there was some other way to solve the problem. A traffic signal is <br />only needed here twice a day and could obstruct traffic flow the rest of the time. <br /> <br />06/18/96 -10- <br /> <br /> <br />
