Th~ r011 call vote was as follows:
AYES: Councilmember Mohr and Vice Mayor Micheloffi
NOES: Councilmembers Dennis and Pico
ABSENT: Mayor Tarvet
ABSTAIN: None

The motion died because of the tie vote.

Mr. Pico indicated that if Ms. Mohr did not feel enough money was being allocated for
purchase of library books, then he would entertain allocating additional money from the
temporary recession reserve fund on a one-time basis. He indicated he agreed with all the staff
recommendations for reallocation of the $4.7 million.

Ms. Michelotti disagreed with the recommendation to take $250,000 from the $750,000
for City Hall expansion and puffing it in the land acquisition fund. She also wanted further
discussion of the allocation of $200,000 to support community groups. This will be referred to
the Human Services Commission and she suggested extending this allocation over six years so
there is longer funding for some projects.

Ms. Mohr felt there was some logic to that. That assures longer funding for some
projects that could allow funding of some staff positions; on the other hand, there are capital
improvement needs and one-time funds would be appropriate for equipment or computers, etc.
She preferred to give the Human Services Commission flexibility in its allocation.

It was moved by Mr. Pieo, seconded by Ms. Dennis, to approve the staff
recommendation on the reprogramming of the temporary recession reserve as recommended
by staff with two amendments: to include $250,000 for additional expansion of City Hall
in the $750,000 to assure completion of the existing facility projects, and to take $56,050
from the $2,256,050 reserve for land purchases and reallocate it for purchase of library
books for the Pleasanton library, as recommended by the Library Commition.

Ms. Mohr was concerned with spending so much money on short term City Hall
expansions and felt this was taking away from the larger purpose of a new City Hall.

Ms. Acosta indicated the needs are so critical now, that something has to be done now.
We are not close enough on the funding to move forward with a brand new building.

The r011 tall vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Vice Mayor Micheloffi
NOES: None
ABSENT: Mayor Tarvet
ABSTAIN: None

There was discussion regarding the status of efforts regarding a new City Hall.

06/18/96 -12-
