There was a break at 9:21 p.m. <br /> <br /> The meeting reconvened at 9:27 p.m. <br /> <br />Item 6d <br />Pleasanton Downtown Business Imurovement District Advisor~_ Board Report and <br />B_I!~g~(SR96: 193) <br /> <br /> This item was continued to July 2, 1996. <br /> <br />Item 6e <br />1995-96 Annual AsseSsments for Landscane District 1984-1 (Ponderosa Homes). 1993-1 <br />(Windsor). and 1995-2 {Laguna OaksL (SR96: 183) <br /> <br /> Randall Lum presented the staff report. <br /> <br /> Vice Mayor Michelotti declared the public hearing open. <br /> <br /> There being no speakers, the public heating was closed. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Dennis, to adopt Resolution No. 96-72, <br />conf'wming the Engineer's Report and levying the 1996-97 assessment for Landscape <br />District 1984-1 (Ponderosa), to adopt Resolution No. 96-73, confarming the Engineer's <br />Report and levying the 1996-97 assessment for Landscape and Lighting District 1993-1 <br />(Windsor), and to adopt Resolution No. 96-74, confarming the Engineer's Report and <br />levying the 1996-97 assessment for Landscape and Lighting District 1995-2 (Laguna Oaks). <br /> <br />The r011 call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, and Vice Mayor Michelotti <br />NOES: None <br />ABSENT: Mayor Tarver <br />ABSTAIN: None <br /> <br /> Ms. Mohr commented that she had received complaints from people who felt the City <br />was trying to circumvent Proposition 13 limitations on taxes. She wanted to make it clear that <br />these fees are in-lieu of creation of a homeowners association. This is a more functional way <br />of addressing specific needs, than having a homeowners association with its Board of Directors, <br />meetings, and other processes necessary to take care of common areas. <br /> <br />06/18/96 -13- <br /> <br /> <br />
