Mr. Lum felt the best way was to have a traffic signal. The light could be timed to so
that it would minimize disruptions at other times of the day.

Dora Summa, 2034 Palmer Drive, representing the Pleasanton Library, reviewed the
results of the recent City survey with regard to library use by the residents. He supported the
staff recommendation to continue funding for various library projects and additional funding for
purchasing books. He commended Council for its support and urged adoption of the staff
recommendations.

There being no further testimony, the public hearing was closed.

Mr. Pico indicated he would like further discussion on the allocation of the temporary
reserve fund. He proposed adding $25,000 to the capital spending plan for purchase of
children's playground equipment to be determined by the Park and Recreation Commission.

It was moved by Mr. Pico, seconded by Ms. Dennis, to approve the mid-term budget
amendments as submitted by staff, excluding the allocation of the temporary recession
reserve, and adding funding of $25,000 for playground equipment as determined by the
Park and Recreation Commition.

The roll call vote was as follows:
AYES: Councilmembers - Dennis, Mohr, Pico, and Vice Mayor Michelotti
NOES: None
ABSENT: Mayor Tarvet
ABSTAIN: None

Ms. Mohr misunderstood the motion. She had wanted to discuss the funds for
membership in the United States Conference of Mayors. She did not think it appropriate for
Pleasanton to participate in conferences that include Chicago, New York and Los Angeles. She
would rather see that $4,625 spent on books for the library.

Ms. Michelotti indicated that was included in the prior motion approving the budget
amendments.

Ms. Dennis indicated many cities in Alameda County participate in the U. S. Conference
of Mayors and they are not the size of Chicago. She did not think the size of the city mattered
and that a lot can be learned from this organization.

It was moved by Ms. Mohr, seconded by Ms. Michelotti, to reconsider the prior
motion approving the budget.

06/18/96 - 11 -
