Mr. Hashman indicated that they exceed the necessary ratio of parking. He hopes many
people will take BART or other public transit, so he feels there is adequate parking.

There being no further testimony, the public hearing was closed.

Ms. Mohr referred to problems of parking semi-trucks and trailers on Franklin. Since
the applicant has no concerns about parking, would it be possible to restrict street parking on
Franklin?

Mr. Swift felt that most people parking there were Providian employees, except for the
few trucks that use it. This is a matter of convenience rather than a lack of sufficient parking.
The other businesses have adequate parking spaces. The current provision of 6.5 parking spaces
per 1000 sq. ft. is over twice what is normally required. If Council wishes to address the truck
parking on Franklin, it should be referred to the Staff Traffic Committee. That would be the
best way to start.

It was moved by Ms. Mohr, seconded by Ms. Michelotti, to introduce Ordinance No.
1685, approving the application of Providian Bancorp for a Planned Unit Development
major modification to allow the construction of two (2) new, two-story office buildings
totaling approximately 100,000 square feet of building floor area located on an
approximately 11.15 acre site located at the southwest corner of Franklin Drive and
Johnson Drive and approves the abandonment of the section of Morse Drive located
between Franklin Drive and Johnson Drive, as filed under Case PUD~80-16-7M.

Mr. Pico suggested adding a condition to require Providian to work with the Civic Arts
Commission.

Mr. Tarvet did not feel that was necessary, since they had agreed to do that. He also
thanked Providian for continuing on this project.

The r011 call vote was as follows:
AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

It was moved by Ms. Mohr, seconded by Ms. Michelotti, to adopt Resolution No.
96-55, approving the application of Providian for design review approval to construct two
new, two-story office buildings, as filed under Case PUD-80-16-11D.

05/21/96 -22-
