Item 6b
Weed Abatement Pro_n'am 1996 (SR96: 149)

Fire Chief George Withers presented the staff report.

Mr. Pico indicated there was a vacant lot on Boulder near Valley, that he did not see
listed.

Chief Withers indicated he would look into it. It could be there has not been a problem.
Mayor Tarver declared the public hearing open.

Michael Goodwin, 1630 Vineyard Avenue, believed the City standards were too high,
especially for those properties that had livestock grazing.

Chief Withers indicated it depends on where the property is located, what is adjacent to
the property, and the size of the parcel.

Mr. Goodwin stated that for his property, the City is asking for 30 ft. fire break around
the entire perimeter, 20 ft. on both sides of any cross-fencing, any slope greater than 25 % and
20 ft. around the drip line of any tree or group of trees. He felt that was excessive and stated
he could not get a tractor around parts of his property. The standards state if you can't get
equipment in, then the abatement must be done by hand. He refused to do that. He asked what
the City's responsibility was to get abatement of weeds along the roadside. The County used
to do that prior to annexation.

Mr. Withers indicated he would be happy to talk to Mr. Goodwin about his particular
property. He agreed there are areas that have to be done by hand and the City's contractor has
to do that at times. The only difference between County standards and City standards is the area
of spraying.

Mr. Goodwin wanted Council to continue this matter until he has a chance to review the
matter.

There being no further testimony, the public hearing was closed.

Ms. Mohr asked about the timing for weed abatement and whether a two week delay
would create a problem.

Mr. Withers suggested removing Mr. Goodwin's parcel from the list and proceeding with
the remainder.

05/21/96 -16-
