continuing, but in this whole process he has acted more as a facilitator between the developer <br />and the City. This plan is not all that much different than San Francisco's early plan. It took <br />someone to take us off the discussion on will there or won't there be development and get to the <br />point of what will it look like. If he can do design guidelines in the same philosophy as the rest <br />of the process, she felt it would work well. She asked if there could be some financial <br />participation from San Francisco in the cost of the design guidelines? With respect to the <br />argument on number of units, she felt the number was not the issue, it was the design and <br />overall feeling of neighborhood, the arabianee of the project. The success of the project and <br />design are the real issues. She asked if the small parks could be maintained by homeowner <br />associations? She lives in a small lot development and indicated the only street with speeding <br />problems is the City street that is the collector from adjoining neighborhoods through hers. The <br />streets are narrow and the problems are created from mixed residents - singles, young families <br />with babies, and families with teenagers who have four or more cars. The design guidelines <br />need to take into consideration that as kids grow up there will be multiple vehicles and overflow <br />problems. <br /> <br /> Mr. Tarver responded that he appreciated the work of the Citizen' s Committee, Sharrell, <br />the input from the community, the cooperation of San Francisco and Mr. Catthorpe. He did not <br />believe that Alternative 5 looked anything like the Cooperative Plan. He strongly supported <br />going through this process to get the best for the community. It worked to get to Alternative <br />5 and it will work to get good design guidelines. <br /> <br />The roll call vote was as follows: <br />AYES: Councilmembers - Dennis, Michelotti, Mohr, Pico, and Mayor Tarvet <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> It was moved by Mr. Tarver, seconded by Ms. Denn[% to direct staff to negotiate <br />a contract for design guidelines to be addressed in an open and cooperative process. <br /> <br />The rgll call vote was as follows: <br />AYES: Councilmembers - Dennis, Mohr, Pico, and Mayor Tarver <br />NOES: Councilmember Michelotti <br />ABSENT: None <br />ABSTAIN: None <br /> <br /> There was a break at 10:32 p.m. <br /> <br /> The meeting was reconvened at 10:42 p.m. <br /> <br />05/21/96 -15- <br /> <br /> <br />
