For example, the Staples Ranch Specific Plan requires payment <br />for park improvements and the San Francisco Water Department property would be exempt from <br />the business sector obligation because it has either paid the obligation or has agreed to dedicate <br />property for parks. <br /> <br /> Ms. Dennis referred to the proposed fee being charged for reconstruction and indicated <br />that many business that move into new locations often remodel the space. Would those <br />businesses pay the entire fee? She felt the fee should be more property specific as opposed to <br />business specific. <br /> <br /> Mr. Swift said the business would pay a prorata fee for that portion of the building that <br />is changed until the property has paid its share of the proposed fee. Once that property's fee <br />has been paid, it would not be charged again, no matter how many times the tenants change. <br />The fee is triggered by building permits.
