It also depends on who makes the improvements <br /> to the property, the tenant or the property owner. <br /> <br /> Ms. Mohr felt the fee is supposed to be based on the number of employees, not the <br /> square footage of a building. She referred to the Unisource building, which has warehouse use. <br /> If the use changed, the number of employees would dramatically increase. <br /> <br /> Jerry Lemm, 17 Greens Lane, representing the Chamber of Commerc~ and Economic <br /> Development Committee, supported the staff recommendation. He felt there was an upturn in <br /> the business economic climate and there is still a need to attract quality commercial development <br /> to Pleasanton. Businesses come to Pleasanton for the quality of life and he urged Council to let <br /> the Chamber work with the businesses to get input and mutual cooperation to institute programs <br /> the Council feels necessary. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, concurred with Mr. Lemm, the Park and <br /> Recreation Commission, the Economic Development Advisory Committee recommendation and <br /> the staff recommendation not to establish a park facility fee for new businesses. <br /> <br /> Tom Terrill, Reynolds and Brown, P. O. Box 4057, Concord CA 94520, felt the fee on <br /> reconstruction would affect every business in town. He indicated Reynolds and Brown had built <br /> over 100 spaces for business tenants and to date only two or three have the same original <br /> tenants. Every other tenant space has been a relocation, an expansion, or a business moving <br /> out. Every space has had some sort of renovation. He felt that a fee established today is a fee <br /> that will be collected on every space over the next five to ten years and is not just on new <br /> business spaces. He urged Council not to impose this fee. <br /> <br /> Ms. Mohr asked if his tenant turnover was typical of other business parks. It seems that <br /> unless a building is built to suit the business, there would still be fairly regular space changes. <br /> <br /> Mr. Ten'ill concurred. He cited various changes that occur to commercial space. He <br /> also referred to possible exemptions and believed it would be a nightmare for staff to manage <br /> such a complex fee structure. <br /> <br /> Ms. Dennis did not think it was fair for a business in one turnover to pay all of the <br /> obligation for a building. <br /> <br /> Mr. Terrill cited the expansion of the Ponderosa office, which then led to relocation to <br /> another building. That means a business would pay a new fee whenever it grew and would pay <br /> again if it moved to new facilities. He did not know how this could be managed and again <br /> urged Council to accept the staff recommendation. <br /> <br /> Brad Hirst, 1811 Santa Rita Road #128, supported the staff recommendation. When a <br />-- business that has been established for many years moves to a new building, or any space to be <br /> renovated that requires a permit, you will tax an existing business.
