Bud Barlow, 6723 Alisal Street, did not agree with the North Sycamore Plan, but realized
he had to accept it. He felt two of the main purposes of the North Sycamore Plan was to keep
the area rural and minimize traffic. No additional connections on Sycamore to lots that are not
agricultural sized and no parcel less than one acre. He felt 0.2 acres should come from parcel
B to add to parcel A in order to prevent smaller than one acre lots. He wanted to maintain a
one acre minimum so there is no precedent to justify further development of small lots.

Mr. Swift explained that this parcel was identified in the Specific Plan as 3/4 of an acre
with frontage on Sycamore Road. It is the only house that fronts on Sycamore and is a straight
extension of the eastern property line until you come to the east/west collector street. There are
many other lots with the new east/west road and there will be other lots of less than one acre.
The Specific Plan states that when the school district property is developed, there will be one
acre lots. This little piece of property is split between the new east/west collector street and the
area that it curren~y has available with Sycamore frontage. The Specific Plan draws this lot
identical to the development plan before Council. The existing frontage is extended in a
north/south direction and a minimum .75 acre lot is specified in the Specific Plan (this one is
.81). That could be one acre site, but to do so would gerrymander the property line or run it
through the existing house. Staff would not support that. The agriculture zoning was to allow
animals on the property because normal city zoning would not allow keeping the farm animals
that are common in the Alisal/Sycamore area.

There being no further testimony, the public hearing was closed.

It was moved by Ms. Michelotti, seconded by Ms. Dennis, to introduce Ordinance
No. 1682, to be read by title only and waiving further reading thereof, approving the
application of Judy Backer Gray, for PUD approval for a three-lot single-family residential
subdivision located at 530 Sycamore Road, as f'ded under Case PUD-96-04.
The roll call vote was as follows:
AYES: Councilmember- Dennis, Michelotti, Mohr, Pico, and Mayor Tarver
NOES: None
ABSENT: None
ABSTAIN: None

Item 6f
Update on Discussion Concerning a City Owned Golf Course in South Pleasanton.
(3R96: 132)

Dave Iremonger presented the staff report.

Ms. Acosta indicated there had been a number of requests to reconvene the golf course
committee to begin to talk to the neighborhood and property owners to talk about the various
interests. Staff is comfortable beginning to work with people as long as it clear that negotiations
cannot begin until staff understands how all issues relate to each other. By the time all this is

05/07/96 -19o
