The cost impacts are the driving differences. We have made sincere efforts to narrow <br />the gap. The proposed General Plan transfer of density on the SpoWrno property was to permit <br />chstering of higher density in an out of the way place. A country lane would access that <br />property and the golf course. He proposed locating the clubhouse and parking lot behind the <br />hill, which would allow for a larger clubhouse. It would not be seen by residents and would not <br />create traffic problems in the existing area. The gateway proposed could still be used. This also <br />provides emergency access for the area. Since traffic would use a road with no homes facing <br />the clubhouse, it could be larger. There could also be a 27 hole course, which would allow a <br />more challenging layout. Since the Spotorno property may not develop immediately, we would <br />allow traffic for no more than three years. The landowners are concerned for any delay that <br />would impact the sale and want the new road so traffic is dumped on North Sycamore. That <br />would bring 3000 more trips with buildout, including the golf course. If this street is capable <br />of taldng that traffic, then a country lane over the hill should be good enough to take care of the <br />golf course traffic. He proposed that a member of Council be appointed to meet with citizens <br />to discuss issues and bring resources to resolve these issues. He felt it was important to have <br />a plan for entire area to avoid another Vineyard situation. Mr. Temple had spoken to Sharrell <br />Michelotti, who volunteered to work on this. He was concerned about the questionnaire to <br />landowners and residents because it doesn't tell the whole story. People seem to think this is <br />a done deal and he is concerned about that. He a/so felt it necessary to know the tentative layout <br />of the golf course to see where homes would be developed. <br /> <br /> Ms. Michelotti appreciated being asked to work on this. There was a golf course <br />committee and Karin Mohr was on that. She felt there should be two Councilmembers and Ms. <br />Mohr should have the first opportunity to serve. <br /> <br /> Ms. Mohr believed this issue will continue beyond the end of her term on the Council <br />and felt someone should be on the committee who will be around past November. <br /> <br /> Mr. Pico was concerned about starting before the end of July. <br /> <br /> Ms. Acosta indicated there is much more information necessary that staff does not have <br />and cannot get until July. <br /> <br /> Mr. Tarver stated that based on his first meeting with the people in the area, there is a <br />real need to have dialogue so everyone understands what is going on and the time table.
