Mr. Tarver asked who controls the transportation corridor? The Council doesn't, the
County does. It could approve it tomorrow, but does not want to have objections from
Pleasanton. That is what we are trying to determine. The County has done environmenta/
studies for the corridor and it is in its General Plan.

Ms. Michelotti asked if Mr. Tarver wanted the environmental work on this?

Mr. Tarver felt that was the County' s decision since it is the agency that will make the
ultimate decision. Mr. Tarver did not believe the County knew whether Pleasanton supported
this or not and that is what he is trying to determine. Once Pleasanton says whether it wants
the project or not, the County can then make the environmental f'mdings based on its processing
of the application in the County. Pleasanton is not in that at all.

Ms. Mohr indicated she had been told the overcrossing at Happy Valley was seismically
unsafe and asked if that were true.

Mr. Churka said that was erroneous information. He felt people wanted it tom down so
they could build a wider crossing for the Castlewood Heights developments.

Ms. Mohr asked if the road is widened, would the Castlewood Heights developer pay for
that?

Mr. Churka indicated it is the County' s position to maintain the corridor intact and ff the
road is widened, the developer would also have to widen the overpass. He referred to the golf
course issue and felt Sycamore Road was the only access for it.

Ms. Mohr stated that several people have indicated a family entertainment aspect could
be incorporated with activities for children, besides just riding the train.

Mr. Churka indicated that is why he wanted to come into town and stop behind the fire
station and across from the park. That is the perfect place for a family to come out, have a
picnic, take the train ride and tour downtown Niles, then come back.

Ms. Mohr felt that if the train stopped at the five acre parcel on Bernal, picnic facilities
could be developed there as well.

Mr. Churka felt more people would be walking into town to shop and use facilities.

Mr. Michelotti asked if Mr. Churka had considered some way of taking people downtown
from Bernal. Stopping at Bernal could relieve many of the grade crossing problems.

04/16/96
-28-
