an agreement with Alameda County that the City would put in a grade crossing, but the City <br />staff has said the City will not do that. In response to whether there is a need for an initial <br />study by the County, he asked Supervisor Campbell to come up with a position statement and <br />referred to the letter sent by Mr. Campbell. Mr. Churka asked what happens if the voters <br />approve the initiative. He felt the County could simply extend the current license agreement <br />with PLA all the way to Spring Street or further as approved by the voters. <br /> <br /> lVlx. Tarver did not believe Mr. CampbeH's letter said anything. It shouM have said that <br />the Board of Supervisors is willing to permit this license without a negative declaration if the <br />residents of Pleasanton approve the train. There could easily have been a negative declaration <br />if there was no controversy. But the letter says nothing that the County will work with the City <br />so long as there is not cost to the County. lVlr. Tarvet asked if Mr. Churlca wanted an advisory <br />vote or an initiative? <br /> <br /> Mr. Churlca indicated he wanted an initiative. He did not think an advisory vote means <br />anything, whereas an initiative means he has a project if it is passed. <br /> <br /> Ms. Michelotti referred to the statement that the project could be started without public <br />funds. She asked Mr. Churka what is the source of his funds. Is it the PLA? How much will <br />this project cost? It has always been her concern about who is going to pay for reinstailing <br />signals, protective devices, etc. for the grade crossings if the train goes further downtown. She <br />thought the idea was to stop at Bernal and then have some means of transporting people <br />downtown, because that was the goal. <br /> <br /> Mr. Churlca said the PRA/PLA has the equipment to build the track. What is the <br />concern? Mr. Churlca said there are sources of money and the volunteer manpower to do the <br />work. <br /> <br /> Ms. Michelotti was concerned that there is a project that goes to Bernal in the first phase, <br />but there does not seem to be any means to go to the next phase. <br /> <br /> Mr. Tarvet indicated the City has approved the extension of Junipero and as part of that <br />there was discussion with the County about who puts in the hardware to control the intersection. <br />The City will work with the PLA to lay the rail. Who is going to put up all the traffic control <br />if the train gets that far. Staff says it is $250,000 to put that in. <br /> <br /> Mr. Churka said that was correct if PLA did not have the signals, switches, and <br />everything. We have the equipment. <br /> <br /> Ms. Michelotti indicated Council has taken out the grade crossing a while back when the <br />railroads were combined; now we are going to put them back downtown.
