Mr. Churlca felt the merchants downtown may work on that and when they see they are <br />not getting as much impact from bring the train in, they may support bringing it the rest of the <br />way downtown. <br /> <br /> Ms. Dennis asked if there is anything standing in the way of the PLA laying track up to <br />Verona Road and continuing the process of moving toward Pleasanton today? <br /> <br /> Mr. Churka indicated the PLA has a license agreement today to build the section from <br />Sunol to the Verona Bridge and across the Pleasanton/Sunol Road. From that point on, Alameda <br />County was willing to extend the license agreement with PLA to come to Pleasanton if <br />Pleasanton approves that. He was told he had to have an initial study, so he wrote it; then he <br />was told he was a biased party. All the issues were covered exc.~pt for the noise factor of <br />blowing whistles. Mr. Churka believed that issue was resolved. <br /> <br /> Ms. Dennis asked how long it would take to get to the Verona bridge? <br /> <br /> Mr. Churka felt it could take about a year. <br /> <br /> Ms. Dennis asked if the County felt Pleasanton did not want the train because it was <br />asking for an environmental study. <br /> <br /> Mr. Churlca did not think that was the situation. Pleasanton has to approve the project, <br />then the County would not be adverse to extending the license. <br /> <br /> Ms. Dennis stated that was her point. If the PLA can build almost to Junipero with the <br />existing license, why doesn't it do it? <br /> <br /> Mr. Churlca indicat~xl the end of the line would be too far from downtown and would not <br />be a good draw for downtown. At his former restaurant, he was half a block from Main Street <br />and that was like being out of town. <br /> <br /> Ms. Dennis was at a loss, because it seems Mr. Churka is saying that Pleasanton has <br />done something that says it is not in favor of this project. <br /> <br /> Mr. Churka indicated in 1991, Council and Commissions approved the concept and <br />nothing has happened. He further indicated his belief that ISTEA funding was pretty much for <br />trails and the PLA would not be making any future applications for such funding. <br /> <br /> Mr. Tarver thought that was too bad, because the East Bay Regional Park District is <br />interested in trails in that corridor and he felt a joint application could improve the grant <br />application. <br /> <br />04/16/96 <br /> -29- <br /> <br /> <br />
