Joan Zehnder, 71 Castlewood Drive, President of the Pleasanton Chamber Commerce. <br />She presented the Chamber recommendation that Pleasanton needs more affordable housing and <br />apartment units. New businesses are coming to Pleasanton and there must be housing for <br />employees. <br /> <br /> Robert Cordtz, 272 West Angela, spoke in opposition to the exemption from the noise <br />ordinance for fairground or other public entity activities. He made three complaints to the <br />Police Department regarding the "Rally in the Valley". <br /> <br /> Sheilah and Robert Lungsam, 2490 Via Espada, also complained of the noise, traffic, and <br />pollution from fairground activities. <br /> <br /> Ed Churka, 722 Main Street, wanted Council to put a measure on the ballot to allow the <br />steam train to come in to Pleasanton. This would negate the need for an environmental study <br />and he felt it would save a lot of time and money. <br /> <br /> Michael Roush indicated it would be necessary to look at this proposal to determine if <br />it were an appropriate initiative measure. <br /> <br /> Brian Swift indicated Alameda County is the lead agency for preparing the initial study <br />and he did not think it had let the contract yet. <br /> <br /> Ms. Acosta clarified that Council' s previous position had been that it wanted information <br />from the environmental study before it would decide whether to place a measure on the ballot. <br /> <br /> Ms. Michelotti referred to the previous loan of $30,000 to pay for the environmental <br />study. Now there is a proposal to place an initiative on the ballot, which would not require an <br />environmental study. That document is necessary to answer concerns of the community. <br /> <br /> The consensus of the Council was for staff to prepare a report for a future agenda, <br />possibly April 2nd. <br /> <br /> Mr. Pico supported the train and was concerned that if Council waits for the <br />environmental study, that Mr. Churka would lose time to gather signatures for the November <br />ballot, if that were necessary. <br /> <br /> John Paredes, 5652 Black Avenue, spoke in opposition to the Bay Meadows proposal. <br />He asked what the citizens can do to oppose the Bay Meadows proposal. <br /> <br /> He was advised to attend the Alameda County Board of Supervisors meetings and to <br />communicate with the Supervisors and the Fair Board. The Fair Liaison Committee meets on <br />March 14th and there will be a report to the Council on March 19th regarding that. The City <br />Council will discuss the Bay Meadows proposal on its agenda of April 2nd. <br /> <br />03/05/96 <br /> -5- <br /> <br /> <br />
