MEETING OPEN TO THE PUBLIC <br /> <br /> Larry Roe, 5846 Corte Brazos, spoke in opposition to the proposal to move the Bay <br />Meadows activities to the fairgrounds. He referred to Measure A, the parcel tax to lower class <br />size and the claim it will raise property values. He felt that the Bay Meadows activity will <br />negate that. He related the current activities at Bay Meadows. Mr. Roe objected to the Fair <br />Board using publicly owned land for private commercial activities. He then referred to the <br />Character Element of the General Plan and the negative impacts Bay Meadows would bring. <br /> <br /> Michael Roush explained there are certain uses the Fair Board can allow with no control <br />by the Pleasanton City Council. However, when the Fair Board allows property to be used for <br />private development, then the City can exercise control of the land use. The question is whether <br />the horse racing activity is more like private development than uses associated with Fair <br />activities. The City must get information on what the proposal involves before it can maim a <br />decision as to whether the City has land use control. Currently, there is no formal proposal. <br /> <br /> Ms. Acosta indicated them is a meeting with the Fair Liaison Committee on March 14th <br /> at 7:30 a.m. and hopefully more information will be available then. <br /> <br /> Dorene Paradiso, 3168 Paseo Granada, referred to a proposal to place a measure on the <br /> ballot to require four votes to change the General Plan. She felt it should also take four votes <br /> to place a measure on the ballot. She also requested another meeting of the General Assembly <br /> of the General Plan Review Committee before the General Plan Steering Committee meets. <br /> <br /> Rod Mann, 6139 Corte Altamira, also spoke against the proposal to move Bay Meadows <br /> to Pleasanton. He related his experiences in Southern California. He felt noise and traffic <br /> would be terrible. <br /> <br /> Start Masterton, 2308 Via Espada, indicated he lived near Hollywood Park in Southern <br /> California, and did not want that kind of activity in Pleasanton.
